Anybody knows what is the MOST number of draws any key number in the first position has been out ?

For example Tennessee has very often number 1 in the first position .And usually 1 is the top or one of the top first key digits drawn in that state.Guess what ? : As of now key number 1 in the first position has been out for 12 draws in TN

I wonder how many more draws would take in order for 1 to hit in the first position.Technically you can lose the first 9 draws and break even on draw #10. .However I'm afraid it goes beyond 9 more draws without 1 showing as first digit.Hope someone has the exact answer of what's the most number of draws a key number in first position has been out.Also I need to add : generally speaking digits 1,2 and 3 show up the most in the first position .Thanks
