    Mink: I don't play pick-3/4. My beefs with with the NY Lottery are:

    terrible (38-40%) prize return in NY Lotto 59

    Mega Millions (within NY)/Lotto 59 players still must make the cash/annuity choice when they PLAY, instead of after they win

    several scratch-off games are "annuity-only" (NO cash option).
