tax- foreigner

If a foreigner ie a tourist to the US wins the Powerball or Mega Millions, must he pay fed tax and state tax?

If so, why should he? If he is not resident in the US, and not benefitting from the privileges of a US taxpayer ie like security, employment etc etc why should a foreigner pay tax.

    Non-US citizens must pay a 30% Federal tax.  However, some countries have tax treaties with the US, so this may be balanced against whatever you would owe in your own country.  There have been discussions around this in the past - maybe do a Search.
