Some lottery winners STILL are forced to receive annuity payments if they win (ie, Mass. 6/42 and 6/49; various scratch games in NY and Mass., and probably in some other states.)

Do you believe all games with annuity prizes (other than "lifetime" prizes) should allow the winner to collect in LUMP SUM within 60 days of the ticket's validation?

    I believe all Jackpot lotteries should have both the Cash and Annuity options.  It is up to the players to decide.

      The player's choice should apply to scratch games as well as in computerized games.

        All annuity payments by the lotteries wether chosen or mandatory should have a clause stating.Upon the death of the annuitant the annuitants estate shall receive any unpaid balance of the cash value of the annuity.

                  AT least use the first annuity payment you receive to get your head examined.  That way, we could find the root cause of your insanity.  Then, go cross the street.

                      Use the lump sum to buy a good hard construction hat so you won't get any more lumps on your head.  When are you gonna get your head examined?

                              Cash always beats annuity because of the net present value of the cash vs. the discount value against cash in the future.  Annuities do not take into consideration the effect of inflation, and the annuity award would be diminished in buying power over time.  However,  taking cash would allow a wise investor to to make cashflow bearing investments that will better accrue over time as a hedge against inflation.  In particular, Real Estate is a great investment becuase with net present dollars, the cashflow alone will equal or surpass the annuity in the long run, and the asset remains in tact.
