          TX wants Mega Millions to have a "powerplay" multiplier. Whether MM would change its matrices already remains to be seen.

                Your argument makes sense.  I think it came down to the fact that New York was able to dictate a number of changes that it wanted (even as much as completely changing the game & name), whereas I think they would basically have to adopt the PB rules.

                I think you may want to refrase to say it makes more "cultural sense" for Texas to go with MM (rather than "Ethinic sense").

                  I suppose TX will join NY in requiring Mega Millions players to make the cash/annuity choice when they PLAY, instead of after winning (since Lotto TX players still have to choose between CVO/AP when they buy their ticket).
