    I believe you would have the 30% tax withheld, but I'm not sure about state tax.  The rule of thumb I've always used is that it would work very similarly to whatever tax percentages would be withheld from your paycheck in that state.  However, there are many exceptions for lottery prizes, so if you're desparate for an answer, contact a local CPA or tax attorney.
