  handicapper; a person who makes an analysis of number combinations and one who posts possible winning combinations.

  How does a handicapper differ from anyone else just posting their picks or guess to play?  If their picks are no better than QP's, who or what getting handicapped?

  someone who sets the betting odds and determines the conditions of a contest based on calculations of the outcome.

  I think that role would better describe the state...
