This Virginia scratch-off game has only been around a month and almost all of the prizes have been taken.  Are all scratch-off games guaranteed to be profitable for the lottery organizers or do they occasionally run loss-leaders in order to generate more traffic?  Below is the link to the game...

    How do you figure most of the prizes are gone?  Seems to me that something like 90% of the prizes are remaining.
