Lotterys New Contract with Scientific Games Intl. Wins
$16 Million Jackpot for Indiana
Indianapolis The Hoosier Lottery just signed an agreement with its biggest vendor, Scientific Games International, that will save the Lottery and ultimately Hoosiers at least $16 million over the next five years.
The agreement arises out of the three-year extension of an existing contract between Scientific Games (SciGames) and the Lottery to provide and service the Lotterys on-line terminal system that operates the Lotterys draw games. In return for agreeing to extend the contract for an additional three years, the Lottery secured significant financial concessions from SciGames.
The benefits to the Lottery, and Indiana, are numerous, said Lottery Director Jack Ross. If we have sales comparable to the fiscal year that just closed, the reduction in the rate that we pay to SciGames will net the Lottery about $3 million annually. Since the rate reduction took effect retroactively to June 1, 2004, and runs through August 2009, Hoosiers will save a total of $15 million.
The extension agreement also calls for an additional $1 million in savings over the term of the agreement, making the total benefit to Indiana $16 million.
SciGames also will be facilitating the Lotterys plans for increasing sales by providing more equipment and licenses to use a bingo game concept at no extra charge.
To continue to increase sales, the Hoosier Lottery must increase the number of retailers per capita, Ross explained. As additional consideration for the extension, SciGames has agreed to provide, at no charge to the Lottery, 1000 additional terminals to hook up new retailers to the Lotterys network.
Our other plans to grow revenue involve launching a new draw game concept based on the familiar Hoosier favorite, bingo, said Ross. At no cost to the Lottery, SciGames has agreed to provide us with the licenses necessary to launch this game in Indiana.
We are excited to continue our partnership with SciGames and look forward to working with them to raise additional money for our shareholders, the citizens of Indiana, Ross said.

Local nonprofits receive Alliance With Indiana grants

Drawing Procedures
The drawings for all games except Powerball are conducted in Indianapolis at Hoosier Lottery Headquarters or the site of our on-line vendor, Scientific Games. Extensive security controls are built into the procedures for all drawings. Drawings for the Hoosier Lottery are no longer conducted using numbered balls and machines. Instead, numbers are drawn through a computerized random number generator. Every drawing is video taped and monitored by Hoosier Lottery security and a representative from an independent auditing firm. Let the semantics begin. Explain to me how the term "partnership" is only a figure of speech, and that NO state lottery would dare enter into a partnership agreement with one of the largest online game vendors in the world. Then pretend that the same thing can't possibly happen in YOUR state. Pennsylvania and Missouri, take heart. Remember - If you don't see it, it's not really there!
