I smell something along the lines of federal control. AKA slush fund, screw the other guy fund, under our thumb fund.
This idea has been out a couple years or so but it looks like they are pushing it yet. There was suppose to be money in the federal budget for start up cost this year but was not put in.

Read this earlier today about Palins road to resignation and seen the lower article just now. Of course Sarah did not have a sex scandal but she was attacked about her pregnency and her daughters split with that Levi guy.

Pretty much says it why Sarah resigned. Under constant attack and almost broke from legal defense.
Too many personal distractions.
And there is only 1 governor per state. So in my opinion a governor needs to be focused on their job.

But we see a comment about a house member who they say can not function under distractions. There are over 300 house members to run the U.S. House. What about all the other house members that have had or have distractions and are still there.
