CHESHIRE, CT — A $4 million winning lottery ticket was recently sold in Cheshire, according to the Connecticut Lottery.

A larger-than-expected trailer tow was the reason a Tolland man had to go to a different gas station on his way to work.

A decision that ultimately led to him to becoming $4,000,000 richer.

Phil was on his way to a job site when he stopped for gas at a Gulf station that could accommodate his trailer, according to CT Lottery officials.

That rainy Friday morning, he purchased the CT Lottery’s $4,000,000 Fortune scratch game.

Central Iowa Man Claims $3 Million Prize

CLIVE, Iowa — A central Iowa man said he's most excited about one simple thing after winning $3 million: life without a mortgage payment.

Jaime Zavala of Norwalk claimed his Mega Millions® Tuesday at the Iowa Lottery's main office in Clive. His ticket matched the first five numbers in the Nov. 11 drawing and missed winning that night's $900 million jackpot by just one number.

A Navy veteran, Zavala bought his winning ticket for the Veterans Day drawing at Kwik Star, 1200 Chatham Ave. in Norwalk.

The winning numbers in the Nov. 11 drawing were 10-13-40-42-46 and Mega Ball 1. Zavala's ticket was just one of three in the country to win a prize of $3 million or more in that drawing. A ticket purchased in New York also won $3 million, while a ticket purchased in Arizona won $5 million.

Kwik Star received a $3,000 bonus from the Iowa Lottery for selling the $3 million-winning ticket.

In addition to paying off his home, Zavala said he plans to invest the bulk of his winnings and upgrade his ride, replacing his current 10-year-old pickup with more than 250,000 miles on it.

This page is for my mathematical work, including publications and The La Jolla Combinatorics Repository, which contains online databases of covering designs, difference sets, Steiner systems and circulant weighing matrices.

Alert!

I first put covering designs online in 1996. After 30 years, it’s time for this website (and eventually me) to be retired. As of March 1, 2026, I will stop accepting covering design submissions to the website. All the databases will be frozen, and the github and zenodo pages updated with the final versions of each one.

This website will stay up for some indeterminate amount of time, after which it will be replaced with this page. The data is being made available under a CC BY 4.0 license, meaning that anyone can use it however they see fit, as long as they give credit and make it clear what changes have been made.

It’s been a lot of work over the years to maintain these databases, and I’ve learned a lot more about HTML, MySQL, PHP, and AWS than I ever wanted to. But I’m grateful for all the feedback I’ve received, and the hundreds of researchers who have contributed tens of thousands of covering designs.

Probability and likelihood

People often mix up probability and likelihood, but they’re not the same.

Probability is used to predict outcomes when the model is known—like lottery draws, dice, or cards—where results can be calculated precisely.

Likelihood works the other way around: after outcomes are observed, it’s used to judge which explanation or model best fits the data, often in complex real-world situations like elections.

Simply put:
Probability predicts outcomes; likelihood evaluates explanations.
