Tweed is both a municipality and a village located in central-eastern Ontario, about an hour north of Belleville.  With a population of just over 5,000 people, many live in Hungerford Township, and enjoy a laid-back quality of life. 

Many residents work in neighboring Marlbank, Actinolite, and Queensborough and spend most of thier time in Tweed.  It's shopping, speciality shops, and recreation activities are next to none.  Most activity takes place at the Tweed-Hungerford District Community Centre, that was built with Wintario grant money in the early 1980's.  Today, it's a buzz with pee-wee and midget hockey, concerts, and family fun skates.   

Each year Hastings County hosts a major fall fair, always held in Tweed.  Tweed's connection to farming and agricuture is deep. This year the 126th running of the Tweed Hungerford Agricultural Fair takes place July 21st.  Local farmers, horticulturalists, quilt makers, and vendors prepare thier wares and participate in many contests.  Events include bingo, pet shows, talent shows, ATV Races, lawn mower races, Miss Hungerford Township and Miss Hastings County pageants, pie eating contests and much, much more.  It's a prelude to Tweed's annual Hastings County Plowing Match, where horse pulling contests get the biggest applause.

Wintariofan Lottery is delighted to be visiting Tweed...and wishes the village a successful farming year.

EVENT: Elmira Maple Sugar Festival

 

Wintariofan Lottery visits Elmira this week.  Situated 10 miles Norheast of Kitchener, Elmira is a unique place.  Unique in the sense that many of the town's residents have kept to their distinct Amish heritage.  It's not uncommon for you to see horse drawn carriages as you enter the town.  Elmira was founded in the 1830's. It wasn't until the early 1900's when the motor car was introduced world-wide and Elmira's Mennonites decided to stay with their simple way of life. 

One event that livens up the town is one-day long (but annual), Elmira Maple Syrup Festival.  Here's you can sample some of Canada's best maple syrup products, along with pancake breakfasts, pan cake flipping contests, antique shows, and tours out to the sugar bush.  With every drop of sap...it is moved through a series of long tubes that is connected to a Sugar Shack.  From there, it is made into the finest maple syrup around.  Many top the day off with hot chocolate and see the near end result from a warm cosy place.  WintarioFan Lottery is proud to visit Elmira and commends this mennonite community on adding a little colour to Ontario's Winter season.

The borough of Islington is a part of the city of Etobicoke in Toronto's west corridor.  The borough was founded in 1857 when it was called Mimico.  It became apart of the City of Etobicoke not long after.  So by invitation of the City of Etobicoke Wintariofan Lottery is extremely proud to be apart of the sesquicentennial celebrations, 150 years !  Today, the borough is a vibrant place to live. Mostly residential, Islington is home to about 85,000 people who enjoy their proximity to three high schools, a huge Etobicoke Olypium with its olympic size swimming pool, and The Sherway Gardens--the centre for busy shopping and special events.  During it's 150 years, Islington has contributed to Ontario's rich quality of life. 

During its' birthday year in 2007, there's special dedication ceremonies, a homecoming for former residents, and a special addition to the Summer fair--an old timers day in which people dressed in period costumes show off items of heritage from 150 years ago.  Wintariofan salutes Islington in their sesquicentennial year !

Wintariofan Lottery shows off new state of the art arena sportsplex, Hershey Centre. It's Mississauga's Premiere Sports and Entertainment Facility.  The multipurpose arena is huge and home to the Mississauga IceDogs of the Ontario Hockey League.

The Hershey Centre has played host to over 1000 events. The main, 5,400 seat arena is complemented by three additional ( 85'X 200' ) ice surfaces used by minor and adult hockey, figure skating clubs and other community groups. In addition to a full schedule of OHL Hockey, the main arena is an ideal venue for many sporting and entertainment events including concerts, trade and family shows, skateboarding, boxing, film and television productions to name a few.  Lottery dollars helped build the centre and open the facility.

Ontario Lottery Fraud

Recently, the OLG (Ontario Lottery and Gaming) has come under fire from the media nd the public they serve after lottery retailers across Ontario may have been pocketing winning tickets for jackpots.  I have attached the stories that have appeared on CBC.ca

 ONTARIO LOTTERY FRAUD

The CBC's The Fifth Estate has learned that in the past seven years Ontario clerks and retailers have claimed lottery victories nearly 200 times, a statistical anomaly according to one expert.

In a disputed ticket case involving a Coboconk, Ont., senior, the Ontario Lottery and Gaming Corporation (OLGC) said there were about 60,000 people selling lottery tickets in the province.

Through the Freedom of Information Act, the CBC has learned that retailers won close to 200 times, winning on average $500,000.

Dr. Jeffrey Rosenthal, a statistician with the University of Toronto and author of Struck by Lightning: The Curious World of Probabilities, said statistically retailers should have been expected to win around 57 times.

"So we can say the chance, to be precise, is about one chance in a trillion, trillion, trillion, trillion, so it's just inconceivable they'd be winning that many more times than we'd expect them to," said Rosenthal.

Last week, the OLGC revised its total, claiming there are actually about 140,000 retailers and clerks in Ontario.

 

 ONTARIO OBUDSMAN LAUNCHES INVESTIGATION

 

Ontario's watchdog is launching an independent investigation into how the province's lottery corporation protects the public from theft and fraud.

The move by the ombudsman's office comes a day after CBC's The Fifth Estate aired a report questioning the suspicious number of retailers and clerks who have won lotteries.

Ombudsman André Marin said the public and provincial politicians were shocked by the allegations in the report.

"They were gobsmacked," he said. "They are very surprised to see that an organization which trumpets its system, its principles of integrity and its monitoring be subject to these kinds of allegations."

The Fifth Estate reported that of roughly 60,000 lottery ticket sellers in Ontario, retailers won large prizes nearly 200 times.

A University of Toronto statistician, who crunched the numbers for the television show, said the chance of retailers winning that often is "about one chance in a trillion, trillion, trillion, trillion," and estimated the number of wins should be closer to 57.

It focused on the story of 82-year-old Bob Edmonds, whose $250,000 winning Encore ticket was stolen by clerks in the small town of Coboconk, Ont., in 2001 when they pretended the ticket belonged to them.

The Ontario Lottery and Gaming Corp. refused to admit the ticket rightly belonged to Edmonds, prompting the man to start a lawsuit.

'A lot of questions'

"I have the same reaction as the rest of the public — I'm left with a lot of questions and that's why I'm going to be seeking out answers," said Marin.

He announced Thursday afternoon that his office will launch a systemic investigation into how the OLG responds to complaints from customers and what mechanisms are in place to protect them.

The ombudsman is inviting members of the public to come forward with their stories of how the OLG dealt with them.

What the investigation won't do, Marin noted, is examine whether or not individual ticket holders won a lottery.

Marin said the allegations against the OLG are of concern because of the large amount of money the government agency rakes in and the importance of trust in its relations with customers.

"People say lotteries are a game of chance," he said. "I think that they're not a game of chance. They're a game of trust.

"Members of the public fork out on a very frequent basis a lot of money, not with the trust that they're going to win, but with that the one with the right numbers will win, not an insider," he added.

Once every three months, or in the case of Lotto 6-49/Super 7 if a number comes up 3 times back-to-back in the draws, then the balls are taken to the Quantum Inspection and Testing Limited, a Burlington, Ontario-based laboratory. 

First, an Ontario Lottery Draws Corordinator and a member of the auditing firm confirm the seals on the cases of balls have not been tampered with.  This procedure must take place anytime the sealed cases are opened or closed.  The seals are put on the cases immediately following the draw.  Each seal has an ID number e.g 000123456, upon it being opened  the seals are checked.  After the sealed cases are opened, the officials remove the inspection records that indicate the information since the lasting testing.  The records indicate each balls weight and diameter and testing dates.  Lottery balls used in Ontario are manufactured by Ryo-Catteau located in Wattrelos France.  Ryo-Catteau is the world's foremost manufacturer of machines and balls.  Although Smartplay INC. and Baetel are good quality in the U-S, the utmost producer and brand name is Ryo-Catteau.  They insure that every balls is identical in every way--so much so that the number on each ball is not printed but embedded and part of the ball itself.

At Quantum, the balls are checked with a micrometer to determine that they are in fact 50 mm in diameter, as they should be. Next they are measured for resiliency - in other words, how well they bounce. This can be done using a measuring device known as a resiliometer, which drops a weight on the ball and measures how far away it is propelled, or by videotaping the balls as they are dropped and measuring the height of their bounce. The video-tape is rolled back and the exact bounce height can be measured. 

The balls are then submerged in water, and their volume determined by how much liquid is displaced. The displacement test shows the density in each ball. 

Before a new set of lottery balls is put into service, they are given an x-ray test.  This ensures that there are no impurities or cavities within the ball itself.  

Each ball is weighed using a digital scale. Both the auditor and OLG Draws official keep notes and compare notes on the weight of each ball.  Each lottery ball must be within one gram of a mean weight, if not the set is thrown out and a new case is ordered. 

A set of balls usually on average last 3 years, however because of odorization of rubber and how much use they get, some have lasted longer--some have not.  Lottery balls (set of 1-49) cost $13,000 CDN from Ryo-Catteau,  a 0-9 set about $3000.  Do the math, it's about $300 a ball.

After all the tests, the inspection records are signed off, bearing in mind that all the specifications have been met, the balls and records sealed back into their cases.  They are tagged with new security seals and taken back to Toronto and locked into a safe for the next nights draws. 

So whether you opt for a quick pick or chooses your owqn numbers, nothing but "LUCK" alone can make your ticket a winner.

Real Keno Predictions

If you are in Ontario and big on Daily Keno like I am, them I want you to add your thoughts to my blog.

Over the past 3 years I have won over $25,000 on keno...every other week I can literally predict 6 to 8 of the numbers...the trick is getting them all on one line on my tickets.  On August 24th, I won $10,000 (7 of 7 on a $2 wager).  Last week, I had to go to Toronto again as I got 7 of 8 on a $5 wager...missed one number for $125,000...won $1100.  If anyone wants to know how to win at Keno and whats coming up--I will tell you my secret.  Read below and you will see what i mean....

Get a print out from any OLG retailer of the past 10 draws.  Careful not to ask for the current, you want to analyze the past five on six draws on this sheet.  Very important to grab a pen and be prepared to look carefully.  My honest theory is that as in bingo or any game...do not play numbers that are dead.  There are several types of numbers I look at....dead ones i don't do. 

First, look for those numbers that have power --- the numbers that won't stop coming up.  Look at September's results--see #65.  There were 7 or 8 draws that 65 was up in everyone of them back to back.

Next, my second theory is everything happens in threes.  e,g If 8 comes up twice and then misses its next draw, pick it for the 4th night.    Example:  see number 8 in Ontario Keno draw below.

All in all if you use those four or five tricks to picking your keno numbers, you be closer to winning at the game then randomly guessing what's going to happen.  You can ignore the history of results, it's what has happened and nothing can change that. 

Some background on me:  for the last 25 years I have been an avid supporter of Ontario lotteries, especially Wintario that was Ontario's travelling lottery for 15 years.  During that time, I have been very close to those who do the draws in Toronto.  Over the past 10 years, I have been lucky enough to visit OLG in Toronto and sit-in on both the Ontario draws and Lotto-649.  I can honestly tell you that nothing but random chance determines the outcome, they use ball machines as they did in Wintario's day, and those balls are dropped in and when the button is pressed any one could fall to make your ticket a winner.   So you know, a single machine is used for Pick 3, Pick 4, Lottario, Ontario 49, Encore, Payday, and Daily Keno.  They same set of balls is used for all the Ontario games 1-77.  OLG draws coordinators remove the balls not need....e.g 71--77 is not used in keno. 

A single ball set number 0-9 is used for Pick 3, Pick 4, Encore.  They just reload the fist number back in and redraw for a second digit...etc....until they get a pick 3 or pick 4 number or 7 digits in the case of encore. 

With that in mind, remember when picking numbers be aware the night and how the balls will be used.

Thursday, the 77 ball set will be used for Keno as well as Payday. Saturday, that set will be used for Ontario 49, Lottario (Earlybird too), and Daily Keno.   If you ever want to see the draws, you can in person go to Dundas Street across from the Eaton Centre and watch the draw through a store window at 20 Dundas.  They do the draws as of August downtown in front of the public.  If free and its fun.
