Rape Victim's Parents Charged With Abuse

(CNN) -- The parents of an 8-year-old Liberian girl who was allegedly sexually assaulted by four boys in July were arrested Friday on child abuse charges, according to Arizona police. 

The father, 59, and mother, 47, were arrested Friday in Phoenix on seven counts of child abuse, said police spokesman Sgt. Andy Hill. Police were waiting for them at their home after the Maricopa County Attorney's Office issued the warrants.

 The names of the parents have been withheld by CNN to avoid identifying the daughter, who is an alleged rape victim. 

The child abuse investigation was based on documented incidents from the Phoenix Police Department and numerous referrals to Arizona Child Protective Services dating to 2005. 

Police said the parents, refugees from the West African nation, used sticks, wires and their fists to hit their young daughter. 

Witnesses told CNN affiliate KTVK that the parents left their daughter wandering their apartment complex alone at night, begging for food.

Details of the girl's assault last summer shocked the nation. She was allegedly lured to a storage shed, pinned down and gang-raped by four boys, none of them older than 14. 

The parents said they felt they had been shamed by their child and blamed her for being victimized. As a result, the girl was taken from her home and placed in state custody. 

Liberian President Ellen Johnson Sirleaf said at the time that the parents' reaction was wrong and that they needed counseling.

(CNN) -- Peruvian authorities say they have arrested four members of a gang that specialized in selling fat obtained from dead humans. 

Officials are investigating the disappearance of at least 60 people who may have been killed by gang members in two mountainous states in central Peru, the nation's attorney general said in a release Wednesday. 

The four suspects have been charged with murder. 

Two of the suspects were arrested November 3 as they left a transport business with a plastic container with human fat in it. 

The fat was sold in Peru and Europe and used for commercial purposes, Peruvian officials said.

London, England (CNN) -- A British man who strangled his wife in his sleep while dreaming that she was an intruder walked free from court Friday after the case against him was withdrawn, prosecutors said. 

The UK's Crown Prosecution Service requested that the case against Brian Thomas, who killed wife Christine while they were on vacation in 2008, be dropped due to a "unique set of circumstances." 

Thomas, 59, of Neath, South Wales, had been on trial for murder at Swansea Crown Court, with prosecutors seeking a verdict of not guilty by reason of insanity that would have resulted in psychiatric custody. 

But they said a closer study of evidence led them to believe the defendant should be released without further action. 

"We have duty to keep cases under continuous review, and following expert evidence from a psychiatrist it was suggested no useful purpose would be served by Mr Thomas being detained and treated in a psychiatric hospital," prosecutor Iwan Jenkins said in a statement. 

Jenkins said that there had never been any doubt that Thomas caused his wife's death, but the prosecution accepted evidence from experts on sleep disorders that indicated he should not be convicted of murder or manslaughter. 

"We therefore have offered no further evidence and asked the jury to return a simple verdict of not guilty." 

The court erupted in shouts of "yes" as family members greeted the outcome with jubilation, according to the UK Press Association. 

"The death of Christine Thomas was thoroughly investigated by Dyfed Powys Police. Investigations continued after Mr Thomas was charged and involved the instruction of experts in several fields," Jenkins said. 

"I must emphasize that the circumstances of this case are almost unique in the UK and there have been fewer than 50 instances recorded worldwide. It is only because of highly sophisticated tests carried out by sleep experts that Mr Thomas's condition could be confirmed. 

"Our thoughts remain with the family of Brian and Christine Thomas, who have remained dignified throughout this difficult time." 

The brief trial, which opened Tuesday, heard that Thomas killed his wife while the pair were taking a camper van vacation in western Wales, PA reported. 

One night, Thomas -- who experts said may have been suffering worsening dreams due to withdrawal from anti-depressants -- experienced a violent nightmare in which he attacked and fought an intruder and got him in a headlock, only to wake and find he had strangled his wife. 

Dismissing the charges, High Court Judge Justice Davis described Thomas as a "decent man and devoted husband" who bore no responsibility for his wife's death, PA reported. 

Thomas's brother Raymond Thomas said the family were "delighted" by the outcome, the news agency said. 

"He has always been a loving husband and a family man," he said. " This was a tragic, tragic episode and we are all very emotional."

Treasury report estimates many may be getting paid more of the Making Work Pay credit than they should. Their refunds may be cut or they'll have to cough up the overpaid amount.

 

NEW YORK (CNNMoney.com) -- Nothing with taxes is ever simple, even when you're getting a tax break.

An estimated 15.4 million tax filers may be getting paid more of the Making Work Pay credit than they should, according to a report from a Treasury Department inspector general publicly released Monday.

And that means they either will get less of a refund than they expected, or will actually owe money to the IRS on their 2009 taxes.

The IRS said in a written response to the report that the agency believes far fewer people than the inspector general estimates would be affected, and that the majority who might be would see less of a refund but would not have an out-of-pocket tax liability come April 15.

The taxpayers most vulnerable are those in two-earner couples; those who have dependents who earn wages; single or married filers who have more than one job at the same time; and filers who get pension payments or have a job and receive Social Security benefits.

The Making Work Pay credit, created as part of the stimulus legislation enacted in February, is equal to 6.2% of earnings up to $400 per person (or up to $800 per couples who file jointly). The full credit is paid to people making $75,000 or less ($150,000 per couple per household). A partial credit would be paid to those making above those amounts but no more than $95,000 ($190,000 for couples per household).

Bailout Tracker: Understand the rescues

For most who qualify, the 2009 credit is being paid in advance incrementally through their paychecks. And it's been automatic - meaning employers, based on what they know of a worker's income and using IRS withholding tables, automatically reduce the amount of taxes withheld from a worker's paycheck.

But an employer doesn't know the income of the worker's spouse or whether the worker is claiming a dependent who also is earning money, or whether the worker has income from other jobs.

So, for instance, two spouses might be receiving the full credit at their jobs when their joint income only qualifies them for a partial credit or none at all. Another scenario: A single person with more than one job might be receiving the full credit at each of his jobs, when in fact he's only entitled to $400 total.

You get the picture.

Such taxpayers could have increased their withholding to account for the possibility that they might receive more of the credit than they should. Indeed, when the credit was first passed, the IRS put out statements and created a calculator to help taxpayers in such situations figure out how much tax they should have withheld. But that doesn't mean that everyone did.

Those who have had too little tax withheld this year will either face a reduced refund or owe money to the IRS. The money primarily would be the amount of the credit overpaid to them. But a much smaller group might also owe a penalty if they were significantly underwithheld.

"More than 1.2 million taxpayers included in these groups may be subject to: 1) paying back some or all of the Making Work Pay Credit and 2) being assessed the estimated tax penalty or an increased estimated tax penalty as a direct result of the Making Work Pay Credit," the inspector general's report said.

The good news is that the IRS is likely to waive penalties for filers who may have to pay an estimated tax penalty or who would see their estimated penalty increased as a result of the Making Work Pay credit, according to the report.

The inspector general's report also recommended that the IRS embark on an expanded effort to publicize this issue more and specifically target the message to those tax filers most likely to be affected.

WASHINGTON (AP) — More than 15 million taxpayers may owe the government $250 or more because of how the IRS last spring set up President Barack Obama's tax break that was designed to help consumers spend the U.S. economy out of recession. 

Individuals with more than one job and married couples in which both spouses work may have to repay the government $400, either through a smaller tax refund or a larger tax bill, according to a report released Monday by the Treasury Department's inspector general for tax administration. Social Security recipients who also earn taxable wages may have to repay $250. 

The tax credit, which is supposed to pay individuals up to $400 and couples up to $800, was Obama's signature tax break in the stimulus package enacted in February. The credit has increased weekly paychecks for 95 percent of working families, giving them cash to help boost consumer spending during the worst economic recession in decades. 

Taxpayers can adjust their withholding by filing a new W-4 form with their employer. But with only a month and a half remaining in the 2009 tax year, it's getting late to make adjustments. 

Most workers started receiving the credit through small increases in their paychecks in April. 

The withholding tables, however, do not take into account several common categories of taxpayers. And that could force some people to repay what the government gave them. 

"More than 10 percent of all taxpayers who file individual tax returns for 2009 could owe additional taxes," said J. Russell George, the Treasury inspector general for tax administration. 

For many, the new tax tables will mean smaller-than-expected tax refunds. 

But for 15.4 million taxpayers, the new tax tables will mean an unexpected tax bill, according to the IG report.

My Significant Other Had A Dream

My significant other had a dream the other night. I was awakened and instructed to write down a group of numbers. The numbers are to be used on the TX Lottery tonight 11-14-09. In the dream one of my female friends won $10 million dollars and showed the winning numbers to my S.O. and told the winning numbers to me. My S.O. received a results slip of the lottery drawing and the numbers were drawn in the exact order that my friend showed my S.O. on the winning lottery ticket.

We usually spend most of our time tracking Mega Million, Pick 3, and Cash 5. So imagine our surprise when we went to purchase the TX Lotto tickets yesterday and found out that the estimated jackpot is $10 million dollars. You would've thought the drawing had already happened the way the excitement exploded in the car!! We have been laughing, giggling, and making plans since we purchased those tickets.

I gotta tell you that the woman in the dream is my former co-worker and my S.O. has never met her in any shape form or fashion. This morning my S.O. told me that during a conversation with my mom-in-law, the first thing she asked was if we had we won the lottery yet. She was all excited because she thought we had won the lottery. These are her exact words after saying hello: "I thought you were calling me to let me know we won the lottery"

Considering what has happened in the past, I feel it is my lottery playing duty to play these numbers with the expectation of winning this $10 million dollar jackpot.
