It was supposed to start at 6:30, it didn't start till 7:30. He came out and spoke for about 8 minutes, then said I'm going to take questions now. Then he holds up a piece of paper and says "I have a list of people to call on". Then he reads the first name on the list. I guess that means he already knows the questions.

At 32:53 Biden can be seen turning over a sheet of paper on a clip board. You can only see it for 4 seconds before the camera quickly switches back to a close up of Dana Bash. Was he looking at a prepared answer to the question he already knew? You decide.
