Build the wall so 4 wheel drive vehicles can not transport drugs and engage in human smuggling into the country.

Yep,
High tech cameras, drones and listening devices do not stop physical entry.
Even an border patrol agent standing where they are crossing can not stop physical entry.
Agents are not allowed to use physical force unless for self defense.
