Yes, he was a wise man indeed. He also warned against "permanent alliances" and Jefferson expounded upon that in more detail: "Peace, commerce, and honest friendship with all nations; entangling alliances with none.", something of which I wish many other Presidents had taken heed.

It was not meant to be an isolationist policy, but rather that of non-intervention.
