My cell phone works perfectly otherwise but I just found out it won't Dial 911

 I tried both through the keypad on the normal phone app and with the special emergency button and neither one would get through I first tried googling the problem and none of what they said applied. After about 20 minutes I googled a local police department number to get the message relayed to 911.  The ambulance came and I don't know how the person is doing but wasting 20 minutes is not good.

Has anyone else had this happen or do you know how to fix it?

Did my phone get hacked to brick 911? Is this a possible terrorist attack?
