It's terrible that some people get too much rain and some people get none at all. We are close to level 4 water restriction. The city next to us (Monroe NC) are already there. If they use more than the allotted amount they have to pay 5 times as much for all over.

Sorry about your basement. (I haven't seen a basement in 13 years.)    I agree with what Tenaj said. I didn't realize you were getting rain, because we are having such a terrible drought this year. In fact, since GA & AL share the same reserve, there was an emergency conference to decide which state needs it the most. Atlanta's population has grown so much that it has had a huge effect on the water supply.
