He's backing up? Not the policeman's jurisdiction? Policeman is too busy eating donuts? Policeman is on union break? It's Washington D.C.? Policeman is too busy taking a bribe? Policeman sees him but he is writing someone else a ticket? The truck is a fire engine?

I like not enough info. questions!
