I agree with your evaluation...they are trying to incite riots so they can move into martial law phase. There is no other explanation for their antics.

Within the next month there are several demonstrations scheduled for DC. The people organizing these events and their attendees have no intention of violence. If violence breaks out you can be sure it will be instigated by agent provocateurs of the police state. Watch the news video closely if it happens. The handful of troublemakers will be wearing black masks and clothing and they will be "allowed" to rampage so the big guns can be brought in to make mass arrests. They will also be allowed to escape.   I believe the troublemakers are recruited from Blackwater (Xe, or one of their many pseudonyms).
