I smell something along the lines of federal control. AKA slush fund, screw the other guy fund, under our thumb fund. 

This idea has been out a couple years or so but it looks like they are pushing it yet. There was suppose to be money in the federal budget for start up cost this year but was not put in.

How many times have you seen states or municipalities go to pass a budget or legislation on some item and see the feds come back and say you do that we will take away all funds.
This federal control needs to stop.
