If states want voter ID they should set up assistance centers to iron out any difficulty for a person to have one.
Transportation to get voter ID, To assist those that do not have birth cerificates as there are still some out there without one. Family bible entries of births were an acceptable means of proof at one time.
The list goes on to assist.
If someone is not legal to vote it will show when the proof of citizenship is required.

I don't believe it's the government's job to make sure people vote or get their driver's license or anything else in this country that's optional.
People have a right to do any legal thing they want to but it's not government's job to make sure they do.
The Constitution doesn't mandate anything of the kind.
