From what I get out of that message is that he wants gov't to have control of industries. Just like he laid down the rules for GM and his appointed car czars.
Lets see new positions & control staff created. They could also have the power to write regulations for each industry. Pay scale, union organization etc, etc, etc.

The problem with this, is, it will cost more to implement then any return, when it costs 5 billion to create 46 jobs, theres a serious miscalculation.
