How is it a gaffe? Seems like that's what he intended to say.

I agree, it wasn't a gaffe. It was strategy.
He was told to say it to plant the seed in the Black Community.
And Obama if asked could just brush it off saying - "Oh, that's just ol' dopey Joe, nobody knows what he'll say next."
But the seed was planted nonetheless.
Just like they planned it.

Yep, it was meant to cause anger, very sad they have to stoop that low.
