Pick 4 code having lottery # 8 or 9

Having only the 8 or 9 lottery digit in a number will give me fewer plays when I pick a code containing the lottery digit 8 or 9.
With a code pick of say 1234 will contain 16 play
choosing code 1235 will only contain 8 plays.
