Yep,
You watch the pick 4 payouts in your states homepage on the amount of winners you can see just what the article talks about.

South carolina usually runs about 1 to 7 str8 winners on any given draw. The numbers mentined in the article generally have a higher amount of box winners too.
but here are some stats for a couple most played numbers
Evening, December 22, 2012
0 - 1 - 2- 0
Box Winners: 494
Straight Winners: 17

August 18, 2009 [ Midday ]
Drawing Results:   1 - 2 - 0 - 3
Number of Box Winners: 328      
Number of Straight Winners: 32
