Does not give the option of the president or congress to review this program on a yearly basis.
There are many federal programs that are eligibility changed and benefit schedules changed from year to year.
Medicare, medicaid, housing assistance just to name a few from the many programs supplied by the federal government.
Obama has been messing with medical care benefits on an ongoing basis from year to year.
Why should this farm bill be locked in for five years?
