Drawing

The Millionaire Raffle drawing will be held during the Pennsylvania Lottery's live drawing show on Jan. 3, 2009,
at 7 p.m.

How the Drawing Works

An Automated Drawing Machine (ADM) randomly selects all of the 6,000 winning raffle ticket numbers. The ADM selection of the four, $1 million top-prize raffle ticket numbers and the four, $100,000 second-prize raffle ticket numbers will be televised live. The 100, $1,000-winning raffle ticket numbers and the 5,892, $100-winning raffle ticket numbers also will be selected during the live drawing show, but these 5,992 winning ticket numbers will not be not televised due to time constraints.

An ADM is a highly secure computerized system that generates numbers in a random manner. ADMs have been used by lotteries for many years. The Pennsylvania Lottery first used an ADM for the "Hearts and Diamonds" game in the mid-1990s and has used random number generation over the years to facilitate many of its second-chance drawings.

The Lottery currently uses an ADM to randomly select the numbers for the mid-day drawings of The Daily Number, BIG 4 and Treasure Hunt terminal-based games. Other lotteries, both in the United States and internationally, also utilize ADMs for the random selection of winning numbers.

The ADM was certified by Gaming Laboratories International, the world's premier gaming products and systems testing company.

A Pennsylvania Lottery drawing official will operate the ADM by pressing a button that will activate the ADM to begin the winning ticket number selection process. Viewers will see the eight winning ticket numbers for the top two prize tiers displayed on the ADM monitor as they are selected at random. In addition, the winning ticket information will be printed in report form and properly recorded on certification forms by the on-site Certified Public Accountant.

A complete list of all 6,000 winning Millionaire Raffle numbers will be available on the Pennsylvania Lottery Results page at Lottery Post, as well as at local Lottery retail locations, the day after the raffle, on Jan. 4, 2009.

The eight-digit Raffle number printed on the ticket must match the eight-digit Raffle number combination selected in the drawing — with all eight digits in the exact sequence in which they were selected — to be considered a winning ticket and to be entitled to a Millionaire Raffle prize.

Claming a Prize

All prize levels are paid out in cash, including the jackpot. All 100 winning tickets of $1,000 and all 5,892 winning tickets of $100 can be validated and paid at any numbers games retailer. Players with winning tickets worth $100,000 and $1 million must file a claim for payment. Winning tickets may be redeemed up to one year after the drawing date, or until Jan. 3, 2010.

Célébration 2009 Raffle Drawing

Célébration 2009 is a multi-part game with the main event — a raffle drawing for cash prizes — taking place January 11, 2009 at 7:00 p.m.

Each Célébration 2009 ticket is made up of four parts, plus one 20th anniversary number.

  1. Main draw part
  2. Draw part (Ford Escape Hybrid and trips or cruises)
  3. Daily draw part (every day of December) including the 20th anniversary number drawn on December 20th
  4. Instant part

First Part: Main draw - Cash prizes

Scratch "Your number" to uncover your unique 7-digit combination, which is valid for the cash-prize draws taking place on January 11, 2009 at 7:00 p.m.

Scratch "Your "télé" number".  If your number is identical to the number attributed to the grand prize winner during the televised draw of January 11, 2009, you win $20.

Second Part: Draw - Merchandise prizes

Scratch the two "Number" boxes to uncover your 2 alphanumeric combinations (3 digits, 1 letter, 3 digits). Your numbers are valid for the draws taking place on January 11, 2009.

Your numbers must match the number drawn in the exact order.

  • In draws 1 to 40, you can win one of 40 trips or cruises (or $5,000).
  • In draws 41 to 70, you can win one of the 30 Ford Escape hybrid (or $40,000).

Third Part: Pre-draw

Scratch the two "Number" boxes to uncover your 2 alphanumeric combinations (3 digits, 1 letter, 3 digits) valid for the daily draws of one 2009 Mercedes-Benz C230 4MATIC (or $50,000) to be held every day in December 2008.

Your number must match the number drawn in exact order to win.

Scratch the "20th ANNIVERSARY NUMBER" box and uncover the alphanumeric combination (3 numbers, 1 letter and 3 numbers).

If the "20th ANNIVERSARY NUMBER" corresponds to one of the numbers drawn of the December 20th, 2008 draw, you will win $1,000, and if the winner redeems their winning ticket to Loto-Québec prior to close of business on Friday, January 9, 2009, they will have the right to participate in the big draw TV show on Sunday, January 11, 2009.

Fourth Part: Instant ticket

Scratch Game 1 and Game 2.  In the same game, uncover 3 identical prizes and win that prize.

In Game 2, if you uncover 3 "1 000 $ + TIRAGE TV" prizes, you win $1,000 and have the opportunity to participate in the big draw TV show on Jan. 11, 2009, if you redeem the winning ticket prior to close of business on Friday, January 9, 2009.  If the winning ticket is presented after close of business on Friday, January 9, 2009, and within 12 months of the draw date of issuance, you will receive a $20,000 prize.

How to Claim Your Prize

When you win, sign the back of your ticket immediately. Then take it to any New Jersey Lottery Retailer for validation. New Jersey Lottery winners can claim a prize worth $599.50 or less at any New Jersey Lottery Retailer and be paid cash at the time of the claim. A winner claiming a prize over $599.50 can do so at their New Jersey Lottery Retailer or at Lottery Headquarters. However, they must fill out a claim form, and the winnings will be reported to the Internal Revenue Service. It takes approximately three weeks to receive a check from the New Jersey Lottery. Top-prize Jersey Jackpot Raffle winners must contact Lottery Headquarters in Lawrenceville and present their ticket in person. Proper identification for tax purposes must be presented at the time of the claim.

Guidelines For Participating in Office Pools

The New Jersey Lottery has issued a listing of common sense tips to follow should players venture into office pools.

  1. Know your pool.  Get the names and phone numbers of everyone involved in your pool, particularly the individuals who are in charge of purchasing the tickets and the person who will hold the tickets.
  2. Know where and when your tickets are being purchased.  Find out the name and address of the retailer that the ticket-buyer plans to visit as well as the approximate time of purchase.
  3. Get copies of your tickets.  Make sure you receive copies of all tickets purchased for your pool, prior to the lottery drawing. This should include the serial numbers on the back of the tickets.

Federal Tax Requirements for Lottery Prizes

The Energy Policy Act of 1992, section 1942, requires the New Jersey Lottery to withhold a minimum 25% of all prize payments to any Lottery winner who has won more than $5,000 on any Lottery wager. At the end of the year, the winner will receive a W2-G form to properly credit the withholding as a tax payment on their federal income tax form.

New Jersey residents who win a New Jersey Lottery prize are not required to pay any New Jersey state income tax on their winnings. Winners who do not possess a social security number are subject to a 30% federal income tax deduction on any prize over $599.50.
