TRENTON, N.J. — Legislation that would allow people to buy New Jersey lottery tickets on the Internet and by other electronic means continues to advance in the state Assembly.

The Regulatory Oversight and Gaming Committee approved the measure this month and referred it to the chamber's Appropriations Committee, which hasn't yet scheduled a hearing on it. The legislation would require state lottery officials to implement a system that would allow people to buy tickets via the Internet, e-mail, text messaging or other electronic methods.

"Most consumer-oriented businesses started taking advantage of modern technology a long time ago, but our lottery rules remain stuck in the stone age," said Assemblywoman Annette Quijano, D-Union, who is one of the bill's primary sponsors. She said offering electronic sales would boost lottery ticket sales, providing more money to help senior citizens, veterans and education programs that benefit from the lottery's proceeds.

Proponents say it's not yet clear how long it would take to establish an electronic ticket buying system, noting that many issues would have to be addressed.

Lottery officials would need to determine whether its staffers should operate the system or if the state should seek a private vendor to handle the operations. There also are questions about what security measures would have to be in place to prevent fraud and underage gambling and to protect ticket buyers' personal and financial information.

Lottery officials also would have to establish procedures for paying off winning tickets. Possibilities under consideration include automatically crediting the amounts directly to a player's electronic account, or using a direct deposit system to put the money into their bank account.

Besides Quijano, other primary sponsors of the legislation include Assembly Democrats John Burzichelli of Paulsboro, Reed Gusciora of Princeton and Celeste Riley of Bridgeton.

    I was just thinking about this a couple months ago... AND I live in NJ so cool, if it it happens.  The only downside is that vendors wouldn't get that little bit of commisison.  Lottery Tickets really help small businesses.  And it may not be possible to avoid taxes by buying (say) 10 $.50 bets on a number straight rather than one $5 bet on it.

     

    Still, if they implement it, I would use it when I don't have time to go get a ticket.

        They would probably only sell them to addresses within the state since selling out of state might involve some federal regulations.

         * you don't need to buy more tickets, just buy a winning ticket *

          I believe intra-state online gambling was legalized (on a national level) but this was pretty recent so states now have to deal with it.  I believe that if it becomes a big enough thing inter state gambling may become legal as well.

            I don't know for sure, but I don't think so.

              You can't play with the U.S, state lotteries, but you might be able to play with online gambling companies that are outside the U.S and use the american lottery pick 3 and 4 results and pay more money for wins.

                  Takes away the fun of going in ELE7VEN on a freezing morning and getting a coffee and doughnut with it.

                  The BIG question: would players in other States be able to play nj tickets that way?

                  We should be able to play online whatever State we want.

                  If that happened then Powerball and Mega Millions could just be in one State that everyone logs in to play?
