Lottery anticipates return to normal claims operations "later this year"

Lottery players are continuing to win big in California but are having to wait twice the amount of time it normally takes to receive their check, with some waiting more than three months.
Since late June, lottery prize payouts have slowed to a crawl in California as the Lottery adjusts its operations during the ongoing pandemic.
Normally, the processing time for claims is four to six weeks, but high numbers of winning ticket claims and temporary adjustments to procedures during the pandemic have lengthened this waiting period to as long as 10 to 16 weeks.
"Customer Service Center wait times are also longer than usual due to the volume of claim inquiries," the California Lottery said in an update late June. "Lottery staff is working overtime to decrease processing time."
One player said that she has been waiting over three months for her $30,000 prize payout after hitting the jackpot twice in a week on two different scratch-off tickets — $20,000 on an "Ultimate Millions" ticket in April and then $10,000 on a "Money Mania" ticket a week later.
"I started crying," Linda Armstrong of Modesto told CBS13. "My gosh, nothing like that ever happens to me."
The odds of that happening to any player are very slim — about 1 in 8 million — but the increased wait times for payouts have been keeping Armstrong's money at bay.
Armstrong wanted to use that money as quickly as possible and eagerly awaited her check for a very good reason.
"I just had a great-grandson in the end of May," she said in an interview. "When I get my money, I'm going to go up and see my great-grandson."
More than three months had passed, and she still did not have her winnings.
"I mean, it's your money once you win it, right?" Armstrong wondered.
There is some time that players should expect to wait before receiving their prize if it is valued above $600 – about four to six weeks. The Lottery performs checks to ensure that the win is legitimate and then investigates whether the winner owes any money in the form of back taxes or child support.
The Lottery increased the wait to 10 to 16 weeks to accommodate "temporary changes to Lottery operations during the pandemic." Armstrong was then told that it would be 18 weeks.
"I'd like to get some answers for why they think they're allowed to do this," Armstrong stated.
After 15 weeks of waiting, she received the checks for her winnings in the mail.
"I think it's ridiculous you have to sit and wait like you're a beggar," she concluded.
The Lottery advised that the fastest way to claim prizes over $600 and over is by making an appointment in advance or by dropping off their claim at a drop box at one of nine Lottery District Offices. They also recommended that prospective winners double-check that they complete the claim form correctly to ensure that wait times are not needlessly delayed. According to the Lottery, the number one reason for delays on verified claims is a missing signature.
"The California Lottery team is working diligently to return claim processing times back to normal," the Lottery said in a statement. "Currently, processing times are shortening and anticipate them to be back to normal later this year. We thank players for their patience and understanding."


Stop being a crybaby and just be thankful for the win. With reduced staff and a huge backload of claims it takes time to process payments.
If I win $599 or more I'm claiming the next day. Gonna be 4+ months wait time to receive winnings. I'm claiming ASAP.
CALottery has just 9 district offices for a population of over 40 million (you need to include the illegals in that count because they can and do play the lottery.) They currently have just 11 job openings, with 10 of them at the Sacramento headquarters, and none of them are claims processing positions. But apparently the deputy director of sales & marketing's need of an assistant is a top hiring priority.
I'm not giving these idiots another dollar until they start paying winners in a timely manner and get their hiring priorities straight.

They are collecting interest on that money. They have no incentive to pay winners in a reaonable time frame.
About 4 years ago I played my birthday on the "Cash4" drawing game in my state and ended up winning $5,000. I took the ticket to the Lottery Headquarters in Nashville, checked in at the security desk, went into the payout room, identified myself, presented them with the signed ticket, sat down and waited about 9 or 10 minutes before they called me up to the window and issued me a check for 5 grand. I said thank you and left the buiding. Not sure why it would take any state 3 or 4 months to issue a 30,000 dollar check, that's ridiculous. Having said that.......Tennessee has no where near the population of states like California. With the exception of Nashville and Elvis hometown, everything else is pretty spread out with a sparse population, so keeping track of winners and losers here would be a lot easier based on population.

The California Lottery should embrace the 21st century and offer online services. It would be very convenient for players and very efficient for the Lottery.
What happens when that delay pushes your receipt of the money into the next tax year? Could make a huge difference as tax rates are likely to go up. I believe you’re taxed based on the date you receive the funds not when the win occurred or even when you submit the claim
With all the illegal aliens out there, getting all the freebies, I can see your point on the backlog to see whether they need to hold 24% or the 30% fed tax rate.
I once had a 5/6 in Belgium. I went to the lotto central of this provincial city. It was over 1660 euros for one ticket, and a small amount for the other ticket. They scanned and paid out on my French-Belgian online bank account. The money immediately was on my bank account. There was no one banking day, it was there.
The central isn't there anymore. The price for a line doubled, the chances became smaller just like the payouts. The next lotto central is either at the sea or in Ghent if not Brussels.

We were discussing we're getting a little tired of Covid this Covid that to us as an excuse to cut back services. I can't see them getting that many winners as to backlog the system. Don't get us wrong, we take Covid-19 and Delta variant very seriously and soon folks the variant from Peru will be upon us. Those who did not take Dr. Fauci seriously when he said Covid-19 will mutate still won't acknowledge that fact...and here we are again going back to square one.

I agree. I tried to roughly estimate how many scratchers and draw game prizes over $599 are won per day. Maybe between 6000 and 7000 for scratchers, and on a good day maybe 60 for draw games. And some of those get lost and are never claimed. That seems manageable considering our population. The covid excuses are getting tiresome considering that we have mask mandates everywhere and CA state employees are vaccinated at a much higher rate than the general CA population, and our overall state rate is higher than the national average.
TX and FL can process claims lickety-split in person, and in about a month by mail. They both have large populations, but have basically said to hell with covid precautions. (Not trying to get into a political debate with anyone, just pointing out facts.) If they can pay winners on time, Commiefornia can too.
Maybe winners should talk to a Lawyer about appropriate charging of intrest on their winning if not dispensed to them in a reasonable timely manner,.. that'll make'em straighten up & fly right...!! Afterall no such delayed payment notice are on the playslips or website rules..

Read in that same update the California Lottery said "players should expect wait times between 10 and 16 weeks because of the pandemic. The normal wait time is 4 to 6 weeks. Claiming prizes over $600 is more complicated than in other states and why the pandemic complicated it even more. California law requires that other state agencies check for things like back taxes, child support, fines and court costs, etc. Not making excuses for the lottery, but the time of response of the other agencies does contribute to the overall time.
Most state lotteries offer other options for claiming prizes over $600 and up to $5000. To claim a $5000 winning ticket in Ohio, any retailer can validate the ticket, help you fill out a claims form and then the player must get it notarized. They take it to a designated bank and collect their winnings. That was over ten years ago, today it's even easier. "Winning tickets up to $5,000 may also be presented for payment at any of the seven Racinos, more than 30 Super Retailer locations."
Claiming is very easy in Kentucky too because each County has at least one Lottery Cashing Agent. Took me about 20 minutes to fill out a claim form, cash, and collect a $2000 winning Keno ticket on a Sunday morning.
This info doesn't help California lottery players because the additional $600 to $5000 prize winners are greatly contributing to the wait time of all prizes during the pandemic. I'd suggest contacting their state rep, but expediting lottery prize wait time is probably very low on their agendas.
Recently read on KLC website that they in addition to the places that will cash up to $5K, there are also ones strategically placed throughout KY that will cash up to $25K. That is taking care of customers! Of course big wins still have to go to Louisville!
California should take this as an example that not all winners need to travel to one of their many claim centers if smaller prizes could be taken care of @ convenience stores like here.

This could work both ways. You could probably claim it in the prior year if it’s to your advantage. But for those who were asking whether you could move to another state to avoid state taxes I’m sure the losing state could claim that you could’ve taken the money earlier and put the squeeze on you.
Apparently the wait times are beyond 16 weeks now. My wife won 6500 (two tickets) with the Daily 4, and we turned in the winning tickets at the Sacramento office on April 18th, this year. Still no checks have arrived after 17 weeks. She also won another Daily 4 which we turned in about a month ago, I'd say there is a good possibility we won't see that winnings check this year, the way things are going. Of course the wait times are being blamed on COVID but with vaccinations and masking that shouldn't be a problem anymore. Another thing that seems odd is the wait times for the investigation of owed back taxes, etc., well why don't they let the IRS do that, that's their job. As far as I'm concerned you should be able to go to any Lotto claim center and get a check right then. Waiting 4 to 5 months is ridiculous.
IDK if would help, but years ago when we had more caring members of Congress inequities were handled through what was called a Congressional. Though never saw one in the Army but was told the folder would say Congressional. Do not cover. In other words this would say leave on the top of the pile of whatever may have been on a desk so it would not be forgotten about.
How about alerting the media. Certainly TV stations your way have Investigative Reporting. How about State Congress/Senators to look into this. Something is awry there and certainly you read about winner(s) in other states making an appointment and getting paid the same day.
Besides me suffering from compassion fatigue for the unvaccinated, some corporations it appears on the surface use Covid-19 as an excuse to do as they please.
