He would be wise to go to a detox center for addicts or his winnings will be quickly eroded with future illegal drug charges and drunk driving arrests. There are many sad stories of lottery winners losing it all because of drugs and alcohol.

At least he can probably afford bail. And dental work. On the off chance he might need any dental work, that is.

This is 2 pieces of good luck really. He is just going to kill himself with an addiction and all that money. This is a chance to realize he has a problem before it's too late.
