Feb. 27 Paul, head of the Georgia lottery, the model for Tennessee's, briefs a joint session of the state House and Senate on what is involved in setting up a state lottery. Legislation creating the Tennessee lottery was pending.
July 28 Paul discusses a possible Georgia-Tennessee partnership agreement with the Tennessee lottery board.
Aug. 14 Questions are raised about whether a partnership would violate provisions in the lottery law that require competitive bidding.
Aug. 19 A consultant says a partnership with Georgia could be worth as much as $249 million to Tennessee over a seven-year period.
Aug. 30 Paul agrees to have Tennessee's lottery up and running by a specific date, under the partnership, and to pay a penalty if she does not.
Sept. 3 The lottery board decides against a partnership because of potential lawsuits, and Paul enters the list of finalists for CEO.
Sept. 4 The field is narrowed to four candidates, including Paul.
Sept. 5 The board votes unanimously in a secret meeting to offer the job to Paul.
Sept. 7 Paul accepts.
