They didn't come up short. They just didn't get to skim the full 50% they normally would have. Total sales for the run were a hair over $117 million. Of the $58.5 million that goes to prizes just over 44.7% is for lower tier prizes, so they'd need about $26.2 million for the smaller prizes. Add in the cash value of $41.9 million and the total prize payout is about $68.1 million. That leaves them $48.9 million instead of the $58.5 million target.

My contention is that this run is already at the 40/41 rollover point because of the $50M starting point as opposed to $20M.
I don't think anyone's arguing against that, including the people at MM. Unlike some people here the people at MM probably don't care, even if they wish it had grown faster. Possible effects include:

Average jackpots are determined by the amount that each ticket contributes to the prize and by the average number of tickets it takes to produce a winner. Neither of those has changed so the average jackpot won't change either. What may change is the frequency of jackpot winners since that's determined by the number of tickets in play and adding a new jurisdiction will presumably increase ticket sales.

Impact of World Cup on Lottery Sales
I don't know about Las Vegas and the Casinos across the country, but, is it fair to say that the World Cup being held in the US has had no impact on Lottery Sales?
I think the jackpots increase has been consistent with the past before the games started.
I thought when fans from around the globe come in and see our PB and MM billboards they would want some part of the pie.
