Splitting tickets between multiple retailers
ditto. I change who I buy from and when if I am doing real bad, for whatever reason, thinking it will change my bad luck, sometimes it does, but I don't think I can attribute it to just switching vendors, but you never know.

Not all Retailers Pay Out to $599
There are several places in my area, all of them quick marts that won't pay out the high cash despite the state requiring all vendors of lottery tickets to do so if it's under $600. I won $250 once and the cashier literally had a fit when I told him he had to honor it. He started screaming in front of everyone and told me to get the money from the state office. The excuse was they didn't have the money available. So why sell the tickets then? Must be they don't expect anyone to actually win.

What Would Be An Ideal Lottery?
How about a lottery where the prizes wouldn't be cash, but material prizes instead? It could be any lottery or even an instant scratch off ticket. With the instant ticket, you can scratch off for a chance to win a car or a new home, and smaller prizes could range from an air conditioner, a tv set, an Ipod, etc. It would also serve as a source for advertising for the vendors.
