1st Annual Lottery Convention
Yeah, that would be the way to go. Have a state convention in the summer, in the fall have a regional and then a national convention the following spring. Or maybe just state and national.
We're talking a lot of people organizing and getting involved promoting the events, all pointing to the national convention. It would also help the national gauge the interest level, the available vendors and possible participating state lottery commissions. Everybody at the national level wants a crowd

Which states are providers?
The title doesn't match the post. Which states provide ___? Or, who provides ___ to each state?
If you're talking about lottery vendors like IGT and Scientific Games, those vendors change from time to time when the contracts expire, so a list you saw years ago may no longer be accurate. Though it may be time consuming, you would get the most up to date info by emailing or calling each state's lottery. The info is public record, so they are obliged to tell you.

Another suggestion is for MSL top management to post the names and home cities of all their close relatives and state whether any of the relatives own stock in any of the lottery vendors or work for a vendor or if the relatives conduct business with any of the MSL vendors

In general, no, retailers are not considered prohibited players like direct lottery employees, vendors and contractors. Although some people think the should be.

The MSL could post a list of all their vendors/suppliers on the web site along with what services or products the vendors supply as well as how much the MSL spends with each vendor/supplier.
They could also post a list of all the names of vendor employees that service MSL contracts along with the vendor employees position in the company and home city of residence for the employees.
Hey, if the MSL wants transparency then I can keep posting more ways for them to be transparent!

Does anyone know why don't we get a receipt for purchasing a lottery ticket(s)?
Can you point me in the direction of the law for register sales receipts? Hot dog vendors- no receipts, Sidewalk vendors, no receipts, Lottery terminals- no receipts. Computer/TEchnology events, no receipts. Asked even and received a nice smile of You are joking lady!
Even contacted my state Revenue department on one local business because they dont even ring up the order but miraculously take your money and give you your take out food. State just said, so long as they have a license to opera

How are winners distributed in instant ticket packs?
Some lotteries guarantee a minimum dollar amount of winners in an instant pack. In those instances, obviously, the distribution isn't fully random. However, I suspect most, if not all, instant ticket packs aren't random; deterministic with the winners seeded using some method...
