IL Senator again pushes for online lottery ticket sales
That IS the difference. You have to do it by person. You can't do it over the internet or by mail. BUT they are looking to change that law. Barney Frank is pushing that law. He says that people should be able to make their own decisions on what they want to do with their tickets. I did send my claim for money twice through the mail.
