I just want to clarify on this comment. The ticket became the exclusive property of Circle K when the would be purchaser abandoned the purchase because of insufficient funds.
The prize became Circle K's at the instance of the completion of the Drawing.

Paying for a ticket after it's determined to be a winner (in this case and the lottery club you mentioned) is not gambling. It's cheating.
The ticket belongs to Circle K. By policy, they are required to buy the ticket when no one else does prior to the drawing. The money gets taken out of their lottery account the instant it is printed.

I must have missed the complete facts of this story . I did not know of that part I remain corrected. I thought that the clerk was still in possession of the ticket he purchased after the drawing.
Based on this new information then what seems to be the issue. Why can't Circle K submit the ticket for fulfillment?

It is obvious to most of us that the slip was the reason for all the winning 5 number combinations. The only reason. I do not believe it would be odd if 2 grand prize winners weren't from those heavily played states. Your theory on birthdays has some validity to it but not on this drawing.
