It's very common, and in fact rarely is the cash and annuity adjusted proportionally. Many times the cash value changes but the annuity is not adjusted. Keep in mind they are both estimates, and we are strictly speaking here about numbers being adjusted prior to the drawing.

I saw an interview recently on Timothy Schultz YouTube channel with Terry Rich, the retired director of the Iowa lottery. One thing he advised was to invest in a conservative annuity. He said that would give better income than the annuity the Lottery will invest in if the player were to take the annuity from the Lottery because the lottery will choose the lowest risk, lowest interest annuity out there because of low risk. Seeing as nobody ever takes the annuity, I agree that advertising jackpots by annuity is misleading. It's the same kind of deception as when a package of junk food makes the number of calories per serving seem small by making the serving size 1/10 of what a normal person would eat, LOL. Technical correctness doesn't always comport with reality.

So you're saying it's better to take the lump sum than the annuity? I've always wanted the annuity option (at least for life games). I knew about the trusts so you won't be taxed though.

I actually had a bit of a brain cramp in regard to the average jackpots. $430 million was the average annuity value and that $196 million figure is the cash value from 302 million tickets. The 430 million average annuity value would be around $224 million as cash, so the actual average over the past year was really just 15% higher than what could be expected based on the probabilities.

The annuity ranking is pointless. There are ways to manipulate the annuity rating to anything you want but it is way harder to manipulate the cold hard cash value.
