A lot of players talk about or are thinking about value when buying a lottery ticket. That's fine if that's important to a player. After reading the article a few more times very carefully here is what I get from the article: Everything in the article above the following section is yadda, yadda, yadda from the PB Lottery until some solid information (maybe subject to change?) comes along.
