It depends on what you mean by a long string of low level wins and a large jackpot. There are several ways to interpret your question, and I will give you just one based on recent events.
Between April 21 and August 1 of this year, we had a string of runs in which the jackpot never passed $100M in advertised annuity value. The lengths of the runs in this period were 8 (about average) followed by below average length runs of 5, 4, 3, 6 and 4 draws.

pick3 3 groups
In Pick 3 (a game with 3 digits, 0-9 in each position), many people use the concept of digit skips/delays to create filters and try to reduce the number of combinations played.
The most common system for lag groups is to divide digits into 3 categories depending on how many draws they are delayed (haven't appeared):
Short (small/recent delay) digits that appeared recently
Medium (moderate delay) digits in between
Long (large delay/hot-cold) digits that haven't appeared for a long t

Help with automated number generation from a table
I understand that this is a Pick 4 workout, and you are trying to pull out all of the different 4 number connected combinations to later filter them and work them into a straight or boxable configuration. I am guessing here that in your previous message the number 8 in the blue highlighted cells is just a number you would like for your own reasons in the combinations that you would play.
