Exactly, you make a great point. I never really thought about it like that. No one ever says the lottery is rigged for any amount under 500 million. The conspiracy theorist only question amounts over 500 million, because they are the ones who spend hundreds/thousands of dollars on tickets and don't win the jackpot.
