Unfortunately North Dakota is one of them, considering that state spends the least amount of money on the lottery. Mega Millions/ Powerball Winning States
Statistics show that most Mega Millions/Powerball jackpot winners come from large population areas such as California, Florida or New York. But the jackpot has been won in smaller states such as North Dakota, Nebraska, Vermont, etc. Im going to go with Virginia because I happen to be part of a lottery pool out of that state but it can truly happen in any state. Is mega millions worth playing anymore?
I think some people would find something to complain about if someone from North Dakota was visiting the Virgin Islands and won after buying a QP there. I'm sure if the second place prizes also had only places like Wyoming and Montana they'd go as far as to say the MM people had to let those places win so people would start trusting them again.

Some day in the future here at LP...
Now how would that even be possible? With those states out of the game the jackpot would pretty much roll forever. We would for sure see our first billion dollar jackpot with those states gone because it's not too easy to win in states like North Dakota, New Hampshire, etc
