Since Tlot1234 didn't mention a specific game in the OP and we're talking everything from Pick 3 to MM PB, I'm going to say luck, in a way, double luck - read on. I'll say for the Pick 5, Pick 6, and 5 + 1 games, not only is it luck, but there's also another dimension to it which is if you do hit, on that particular night, how many others also do? Oh. The technical people want to hit that next draw. What they are doing is trying to figure out how often a thing should happen versus how often a thing has actually happened... and play accordingly, either with or against the trend. Plenty of non-technical people hit with just a quick pick or using birthdays or whatever... which makes technical people... The money will spend the same, either way.

Triple Lovers Blog Entry
For those of you who play triples on the regular....I have finally made a Blog Entry that gives the Pick 3 three digit followers for triples... So if you recognize your state as having had some of the numbers on the list then play the triple that goes with the number and vice versa...Example: If you state dropped the 408 in any order the triples associated with that number is the 222 and the 666. Here is my story
In 2003 I won $100 by matching 4 of the first 5 numbers in the Powerball 3 times over a period a 5 months. The third time was the most difficult as I missed the 5th number by 1 digit, and so I was pretty much the most miserable $100 winner in Powerball history that day. They are not lucky winners. The lottery official chose New Jersey in advance to win the jackpot. I purpose tried $100 quick pick and I didn't get snip . As a matter of fact, I won back only $3. I said it in the other post but it puts things in a new perspective when a jackpot is hit and to know a person CAN and WILL win from researching and a little time because it means we don't have to be a statistic of a Quick pick As far as WVA cash 25,over time,I have been noticing a similarity of drawn numbers with U.K.'s daily play . Now that I'm thinking about it,I believe I may have used a mix of best and mediocre numbers from past 45 days from UK daily play
