People all the time, after losing a $5 bet, accuse the casinos of cheating. We'd have to try and explain to them that no casino was going to do somdething to risk their license to get their $5. I don't think a state lottery would risk losing a cash cow like lotto. Not saying it never has or couldn't happen, but it doesn't really 'compute'. Any income earned, whether here or abroad is taxable as long as your residence is in the United States and you are a citizen. That also includes winning lotteries or gambling abroad.
