Conspiracy Theory ??
People all the time, after losing a $5 bet, accuse the casinos of cheating. We'd have to try and explain to them that no casino was going to do somdething to risk their license to get their $5.
I don't think a state lottery would risk losing a cash cow like lotto.
Not saying it never has or couldn't happen, but it doesn't really 'compute'.

If you type Gift Tax in a search engine, you'll see lots of articles on this same subject. In fact, if you use the Search feature on this board and type the words gift and tax you'll also find lots of interesting comments like yours. The IRS site defines what can be considered a tax exempt gift.

It was nice of you to post a disclaimer, but I think everyone know you are just stating your opinion which isn't supported with facts.
If you really believed that ball sets were selected depending on the combinations waged or the drawings are systematically drawn to pay out the least why wouldn't you play your numbers

So I will assume that if you win at an overseas casino and they send you a check that you dont have to report those winnings as income?
