The cash value is only running at 10% of what it would be when it was at $2.00 a line. 90% of all other cash jackpots were much higher by this time in the jackpot run. This may be reflective of this poll where nearly 60% are not playing. Has nothing to do with the price of the game. Cash v. Annuity value only depends on the expected return of US 30-yr bonds. The lottery starts with the actual funds they have (=cash value) and then advertise the annuity multiplying the cash value
