It's entirely possible that a lottery could rig drawings to land on optimal numbers that minimize payouts. But read the NC Lottery's comprehensive financial report for 2021 https://nclottery.com/Content/Docs/ACFR_2021.pdf and look under the hood. For the past 9 years or so, Pick 3/4 have held steady at about 20% of sales. Roughly 2/3 of NCEL's revenue comes from scratch offs, that proportion increasing a little bit more each year. If they were going to rig anything, it would be scratch offs.
