not sure who could even do step 1 except for the manager of lottery retailer that has a kiosk, and managers of lottery retailers are usually the number one suspects in lottery fraud, so it's probably gonna be hard to get away with this. i think you should stick with tried and true forms of criminal activity, like mugging people downtown at night.

Fraud. I tried to find a simple definition but it is far more complex than most people think. As Brock lee said, buying a ton of tickets is meaningless. I could hire 100 people to spend days running to various retailers. The purchases are legal. I am not understanding what he allegedly did either. Did he get a kickback? Did he order stores to stop everything, close to the public, and allow the printing of millions of tickets?
