Yes, on your first point. I have checked them out as a legitimate organization, just like I had checked out PTS.
I have been seeking an alternative to that other quarter web site, because of all the negative stuff that went on there, and because I am convinced that they are NOT a good site to recommend to LP members. I will never recommend a site, when I believe it to be a dangerous place to go.

PickThreeExpert, I have a few strategies that are based on the way the numbers trend. But my goto strategy is RBTL (read-between-the-lines).

Legal or not?

the thing is i only play about 10 or 12 numbers a day online for maybe tennessee and oregon and thats it.......i don't play a bunch of money online and i don't play all 50 states.....

3 Digit Top Pairs Strategy.
I've only begun to test this strategy/system, but it looks very promising....at least double random expectation from the tests I've done(~6 consecutive draws).
Play Box: Use each digit from last draw plus each of their top 4 pairs from the previous 30 draws for either the next 1 draw or the next 10 draws. (Combinations=3*6=18/draw) Any1 : 55% - 1 draw, 75% - 2 draws, 90% - 3 draws.
