Your Option B proposal is an excellent idea.
I've thought about something like this, 60% of the jackpot stays as is. For the remaining 40%, there are multi bonus balls, $1 each added to the ticket, players option of one only. The first bonus ball would get 50% of the remaining 40%, the second would get 30%, and the third 20%.

The so called foolishness of my proposal was based on a passage of scripture from the bible l had read the night before- James 2:15, 16 - l guess l was wrong to have injected that idea into my question since not everyone is Christian not everyone reads or has read the bible.
My intentions were well meaning and not written to offend anyone or to elevate myself above others.

Mega Millions multi-state lottery to get harder to win in Oct.
This sucks! This smells like a proposal that came from someone linked to the NY Lotto game. 75 numbers! That is crazy! Or maybe someone confused raising Social Security age with raising pool of 5 up to the 75 mark.

Wrong, regardless of what lobbyist do, they cannot guarantee that that politician will be re-elected. Consumers and citizens still have far more power than you might believe. Wyoming lottery bill advances to Senate floor

A Senate committee has endorsed a bill that would bring the lottery to Wyoming.
The Senate Travel, Recreation, Wildlife and Cultural Resources Committee voted 3-2 Tuesday in support of House Bill 77. The bill, which has already passed the House, goes to the Senate floor for debate. No one is quite sure about its odds of passing.

Proposal to ban welfare recipients from playing lottery
Do you have any problems with laws that penalize you if you knowingly buy stolen property? It's basically the same thing. The proposal had no requirement for clerks to try and find out if somebody is on welfare or in bankruptcy. It would only have been illegal if they know the person is on welfare or in bankruptcy.

NC lottery bill won't ban welfare recipient sales
A key North Carolina House leader says a bill he's drawing up about the North Carolina state lottery won't include a provision prohibiting ticket sales to people receiving public assistance or who are in bankruptcy.
Speaker Pro Tempore Paul Stam of Apex said Wednesday the provision was the least important part of his proposal. He said got questions from all sides on the lottery issue about the provision. Some critics questioned singling out the poor or how retailers would enforce the law.
