Actually, you can play the UK lotteries from the US. I did not see it specifically mentioned, but I am willing to think that this includes UK Powerball with UK payouts. Google is your friend. From 2/22 when the new MFL game launched, Both the Powerball and Mega Millions jackpots have been won twice - each. We have also had numerous 2nd prize winners for both of the above games.
